Shawn Talley, MS, PHR, of Performance Strategies, LLC, provides management consulting and human resources services to start-up and small to mid-sized organizations.  With more than 15 years of strategic and tactical human resources expertise in various industries, Shawn has developed an extensive toolkit. He has significant experience creating strategies compliant with the Department of Labor, Office of Federal Contracts and Compliance Programs, and United States Equal Employment Opportunity Commission. He currently serves on the Diversity & Inclusion Committee of the Chesapeake Human Resources Association.  Shawn is Adjunct Faculty at Towson University’s College of Liberal Arts graduate program in Human Resources Development. His Introduction to Human Resources course teaches graduate students how to apply the key concepts, theories, practices, laws and regulations in the field of human resources management and development, and organizational behavior and change.


A three-time degree holder from Towson University, Shawn earned Bachelor of Science degrees in both Political Science and Mass Communications and a Master of Science in Human Resource Development. He obtained Professional in Human Resources (PHR) Certification and Leadership Architect Facilitator Certification in 1998, and also acquired Six Sigma Yellow Belt Certification in 2009. Shawn’s insights have been quoted in several leading and industry publications including US News and World Report and Society for Human Resource Management.
